About Us

GRI Collective is a research, strategy and development consulting firm based in Tirana, working with organisations across Albania and the Western Balkans.

We are organised as a collective rather than a conventional firm. Senior professionals from business, public administration and academia come together around the problem a client brings, instead of an established structure looking for work to fill it. Most of our consultants have held the roles our clients hold today, and that perspective shapes the advice we give.

Our work covers research and evidence, strategy and organisational design, programme delivery, and the analytical and digital capability that increasingly determines whether either succeeds. Clients include ministries and agencies, municipalities, donor-funded programmes, universities and private companies.

How we work
  • Evidence before advice. Every recommendation rests on data, documents and interviews we can point to, with the limitations stated openly.
  • Inside the team, not beside it. We work alongside the people who will run the result, sharing the same deadlines and the same accountability.
  • Solutions the institution can carry. We size what we design to the capacity, budget and legal framework the client actually has.
  • Interdisciplinary by design. Public administration, economics, digital services, research and communication in the same team, because client problems rarely respect professional boundaries.
  • Straight answers. We say when an idea will fail, when a call is worth skipping and when the work should stop — a client is better served by that than by agreement.

Our mission

We work so that decisions taken in Albania and the region rest on evidence, and so that the institutions and companies taking them keep the capacity to act on their own.

  • Senior attention throughout. The people who scope an engagement are the people who deliver it.
  • Evidence that holds up. Methods, assumptions and limitations documented, so findings survive scrutiny by auditors, donors and the public.
  • Capability that remains. Written procedures, working tools and trained staff handed over at the close of every engagement.
  • Discretion. Client information stays with the client, during the engagement and after it.
