- Demonstrated experience. Work you can describe in specifics — what you were responsible for and what came of it.
- Judgement under constraint. The ability to reach a defensible answer with imperfect data and a real deadline.
- Clear writing. Analysis is only as useful as the reader finds it, in Albanian and in English.
- Integrity. Willingness to say what the evidence shows, including when it is unwelcome.
