Most programmes can report what they spent and what they produced. Far fewer can explain what changed as a result — and why.

Our monitoring, evaluation and learning practice helps institutions and donor-funded programmes answer that question with evidence that withstands scrutiny. We design measurement systems that serve management decisions first and compliance second, because a framework that only produces reports rarely improves performance.

What we do

• M&E frameworks and theories of change. Results logic, indicators, baselines and targets that are measurable within the resources a programme actually has.
• Baseline, midline and endline studies. Quantitative and qualitative data collection designed for comparability over the life of an intervention.
• Independent evaluations. Mid-term and final evaluations against relevance, coherence, effectiveness, efficiency, impact and sustainability, following recognised international evaluation standards.
• Performance monitoring systems. Data flows, responsibilities and dashboards that give managers timely information instead of retrospective reports.
• Verification and data quality assessment. Independent checks on reported results where accuracy carries financial or reputational consequences.
• Learning and knowledge management. Structured reflection that turns evaluation findings into decisions, and decisions into institutional practice.

How we work

1. Clarify the decision the evidence must serve. Every indicator we propose has to answer a question someone will act on.
2. Design a proportionate method. The strongest method the context and budget allow, with its limitations stated openly rather than concealed.
3. Collect and triangulate. Administrative data, surveys, interviews and field observation, cross-checked so that conclusions do not rest on a single source.
4. Report so that it is used. Findings, confidence levels and specific recommendations addressed to the people with the authority to act on them.
