Complex initiatives rarely fail because the strategy was wrong. They fail in delivery — when accountability is unclear, decisions stall and reporting arrives too late to change anything.

GRI Collective provides end-to-end project and programme management for public institutions, donor-funded programmes and private organisations across Albania and the Western Balkans. We work inside client teams rather than alongside them, bringing the disciplines that multi-stakeholder delivery demands — clear governance, realistic planning, active risk management and reporting people actually use — and adapting them to how each organisation genuinely works.

What we do
  • Programme set-up and governance. Scope, work breakdown, budgets and delivery calendars, with decision rights defined so that it is clear who approves what, and when.
  • Delivery management. Day-to-day coordination of workstreams, contractors and institutional stakeholders against a critical path that is kept current, not archived.
  • Risk and issue management. Early identification of the risks that genuinely threaten delivery, with mitigation measures owned by named people and reviewed on a fixed rhythm.
  • Procurement and contract oversight. Support in preparing technical documentation, evaluating offers and holding suppliers to their contractual commitments.
  • Progress and financial reporting. Reporting that satisfies donor and institutional requirements while remaining short enough to be read by the people who make decisions.
  • Recovery of stalled initiatives. Rapid diagnosis of why a project has stopped moving, and a credible plan to restart it within the resources that remain.
How we work
  1. Establish the facts. What was committed, what has actually been delivered, and where time and money are going. We begin with evidence rather than assumptions.
  2. Design the delivery model. Governance, roles, decision rights and reporting rhythm, sized to the institution’s real capacity rather than to an ideal organigram.
  3. Deliver alongside the team. Hands-on management of the critical path, with our people accountable for the same milestones as our clients.
  4. Transfer ownership. Documented processes, trained staff and working tools, so that delivery capacity remains in the institution after our engagement ends.
